BACKGROUND

The LCFF Equity Coalition is a California-based coalition of civil rights, advocacy, community, parent, and student organizations working to implement the state’s Local Control Funding Formula (LCFF) and focus resources on closing opportunity and achievement gaps.

APRIL 2021 UPDATE

We are thrilled to report that AB 86, which was signed by the Governor on March 5, met key demands of the LCFF Equity Coalition. The bill provides $4.6 billion for extended learning (e.g., summer school) and social emotional supports and $2 billion to incentivize in-person instruction to student groups with the most urgent needs. Provisions we advocated for include:

  • An earlier reopening start date (March 31 instead of April 15)
  • Offering English learners at all grade levels and in all counties (even purple) the option
    to return to live instruction
  • Requiring districts to provide in-person instruction for at least some grade levels in
    purple tier counties (where 95% of students then lived) to receive funding
  • Requiring districts in red counties to open all elementary and at least one additional 7–
    12 grade level
  • Using expanded learning funds to provide critical mental health support and permitting
    their use for accelerated learning and credit recovery for high school seniors at risk of
    not graduating
  • A new transparency template for district plans for expanded learning funds (both state
    and federal) to be completed with community consultation

What’s Next: Now our work will turn to local implementation and supporting our partners who will be pushing for robust, restorative school openings using the Expanded Learning Framework.
